this appears to have been conceived by gordon brown- the scot and last UK labor prime minister whose loyalty to tony blair's adminstration was "rewarded" with inheriting leadership of the uk at a time when usa subpriming of the world had become unstoppable- see 2008 video of gotrdon and mkuhammad yunus made th e day that many british banks decalred the need for bailout

looking in the 20o10s for something more practical to do, gordon ad his wife appear to have become deeply concerned with schools in africas and for refugees- gordon was appointed by the previous un head ban ki-moon as un envoy

it has become normal for practice envoys to help either elect an eminent committee - see un eminent comittee of SDgoals or of finance - or a somewhat more informal commission- typically one concerned leading personality per nation but sometimes including ngo representatives- in 2015 the commission's panel was formed and a 3 minute youtube of each panels concerns was made - see here

september 2016 saw the soft launch of the commission at the un in ny- 3 main topics seem to have been identified
 two were concerned with building more of the old system of education:
get it more funds
get underperforming countries benchmark countries where education was thought to be performing

it is these two parties that have taken over 90% of the education commission's focus since 2017

the original queries of can edutech help design education when there are no permanent teachers nor national certificates - eg refugees education or what to do where education is destroying youths livelihoods went out of focus and now appear to be the lead responsibility of other education movements
